Open Enrollment Research Report & Supplementary Materials

School choice continues to reshape North Carolina’s education landscape, and open enrollment represents one of the next major opportunities to expand access for families. For this project series, I developed a cohesive set of materials — including a comprehensive research report, a policy one-pager, and an Open Enrollment at a Glance booklet — to communicate complex education policy in clear, accessible formats. The research report follows the established design framework used across Locke’s policy publications while introducing supporting materials tailored for a broader audience.

The visual approach balances credibility and readability, transforming dense research into engaging, easy-to-navigate content for policymakers, school board members, and parents. Through thoughtful hierarchy, data visualization, and concise messaging, each piece guides readers through the challenges and opportunities of open enrollment while reinforcing the broader goal of expanding educational freedom and flexibility for North Carolina families. Together, these materials demonstrate how strategic design can make policy research more approachable, helping readers quickly understand key findings, policy implications, and the potential impact of expanded school choice across the state.
