Every year, Locke’s annual report is more than a summary of our work — it’s a visual reflection of our purpose. This year, our design theme centers on lighthouses.

Lighthouses stand for guidance, clarity, and steadfastness, qualities that mirror Locke’s role in North Carolina’s policy landscape. As we’ve made significant headway in energy legislation, the lighthouse symbolizes how we help chart the course forward: revealing the hazards, marking the safe passages, and lighting the way toward a freer, more prosperous state.

The design language draws on maritime imagery — clean lines, open horizons, and beams of light that cut through mist — to convey transparency and direction. Through color, layout, and symbolism, the report positions Locke as both a beacon of principle and a guide through complexity, reinforcing the idea that progress happens when clarity meets courage.
